Vyacheslav Chornovil (1937-1999) is a well-known Ukrainian politician and publicist, dissident of the USSR, head of the People's Movement of Ukraine (romanized: Narodnyi Rukh Ukrayiny) (1992-1999), He was a candidate for President of Ukraine in the 1991 elections, received every fourth vote, winning completely in Ternopil, Lviv, Ivano-Frankivsk regions and in many districts, cities and villages of other regions of Ukraine. Laureate of the State Prize named after Taras Shevchenko, participant of many international conferences, congresses, seminars, member of the Ukrainian World Coordination Council, member of the Parliamentary Assembly of the Council of Europe.

A memorial plaque to Vyacheslav Chornovil is installed on the facade of the building where the office of the Rukh is located, where the politician worked for many years. The grand opening took place on January 21, 2017 and was timed to the 80th birthday of Vyacheslav Maksymovych. A plaque depicts a bas-relief portrait of the politician against the background of the Ukrainian flag, and the party logo is placed in the upper left corner.
