The Palace of Culture of the plant "Rostok", and originally the "Tochelektropribor" enterprise, was built according to the design of Konstantin Bartashevich in 1957. This architect is known as the author of typical clubs, so his project of a Palace of Culture for 500 seats, developed in 1947, was implemented in many cities of the Soviet Union. In Ukraine, palaces of culture were built on it in Zaporizhzhia, Kremenchuk, Sumy, Nikopol, Kryvyi Rih, Drohobych, and a number of cities in the Donetsk region.
The Palace of Culture "Rostok" was built in the era of the fight against excesses, so the scenery is more modest than in earlier buildings. At the same time, the colonnade was not removed from the project, which is already absent in later versions.
Since the beginning of the 1990s, various fairs and exhibitions began to be held in the building of the Palace of Culture, notaries and representatives of Christian churches rented the premises. Nowadays, there are schools of ballroom and folk dances, etc.
